A hairdresser who has been ordered to demolish a cabin and pay a local authority €15,000 in costs has accused Ireland’s planning system of being “deeply contradictory” after two neighbours were granted retention for similar developments.

For the last five years, Natalia Emelyanova (62) has been locked in a planning dispute with Fingal County Council over a 22 sq m cabin she erected without planning permission at the back of her home in Bealing Village, Tyrrels­town, Dublin 15.

Ms Emelyanova initially intended to use the cabin as a gym/office space during the Covid-19 pandemic. She thought the development was exempt from needing planning permission due to its size.

Sheds can be exempt if they are under 25 sq m, not higher than the house, do not reduce open garden space below 25 sq m and are not used for living purposes.
